There are no real prereqs because there aren't really any lower division courses that tie in that well with it (except 310, but even it just has a little bit of overlap really.) That combined with the fact that it is not a required course means they care less when people take it, so don't include prereqs that are designed to keep a student from taking a course until a certain year in their degree.
The course is kind of a weird one. I took it with jim. My general experience was I felt like I didn't really understand what was going on in lecture half the time, but then ended up with a surprisingly good mark in the course thanks to relatively straight forward assignments and tests that were easier than they could have been. Jim was a decent prof. He always struck me as the kind of guy who was more into research than teaching though. But that said he is friendly and makes himself available to help.
Have you taken CMPT 310? I took it concurrently with 411 and found the two helped reinforce topics found in the other.
I guess in general it would be fair to say 411 is a medium hard course. Don't be intimidated by the fact that it is cross listed with a graduate level course (721), when I took it the class was mostly undergrads and it was taught exactly the same as any other undergrad course would be.
