It's simply the way humans are. I hear stories about hot 30 year old teachers "victimizing" their poor 15 year old male student by having sex with them, and I laugh. He's not a victim. But a 15 year old girl who has sex with a 30 year old man is being taken advantage of, and I don't care whether she agrees with that assessment, or not. There are just different standards for men and women.
At 18, it's borderline. It think it's less creepy than it is pathetic. A ~30 year old who needs to go after 17 year olds is seriously lacking in the play department. No offense intended, of course. :)

So if you are 40 (40/2 + 7 = 27), sleeping with someone 28 is fine.
If you are 60 (60/2 + 7 = 37), sleeping with someone 40 is fine.
If you are 30 (30/2 + 7 = 22) sleeping with an 18 year old = not cool.
If you are 27 (27/2 + 7 = 20.5) sleeping with a 17 year old = still not cool.
